Hi, I’m Shay Pheng, founder of CaliCare Consulting Firm in Fresno, California. I have over 15 years of experience in the mental and behavioral health field, having worked in various roles including Direct Support Professional, Administrator, Licensed ARCF Operator, and Clinical Specialist.
For nine years, I successfully owned and operated a licensed Adult Residential Care Facility (ARCF) serving adults with developmental disabilities and dual diagnoses. I understand firsthand how stressful it can be to manage licensing requirements, staffing, inspections, and compliance, often while feeling alone or uncertain where to turn. This journey inspired me to create CaliCare Consulting Firm, a consulting company designed to guide new and existing Adult Residential Care Facility (ARCF) owners through the complex world of California Title 17 and Title 22 regulations with confidence, clarity, and compassion.
Through CaliCare, I help providers build strong, compliant, and sustainable homes. My approach combines professional clinical expertise with real-world care home experience, offering practical guidance, customized tools, and emotional support every step of the way. My goal is simple: to make sure no provider feels lost, discouraged, or overwhelmed, and to help you turn your passion for care into a thriving, compliant business. Mahogany Coleman
Residential Care & Behavioral Health Specialist
Mahogany Coleman brings over 25 years of experience in residential care homes, behavioral health programs, and treatment settings throughout California. Her background includes direct care, house management, case management, and regulatory-focused administrative roles.
She has worked closely with individuals with developmental disabilities and behavioral health needs, supporting person-centered care, medication oversight, documentation compliance, and crisis intervention. Mahogany understands residential operations from the ground level to leadership, giving her a practical and compliance-informed perspective when supporting ARCF facilities.
At CaliCare Consulting Firm, Mahogany works with established homes to strengthen documentation systems, enhance operational stability, and support ongoing Title 17 and Title 22 alignment.
